His family came from County Down, Ireland, and led Bailie's party among the 1820 Settlers. During the Sixth Frontier War (1834-35) operations were greatly handicapped for lack of a seaport. To establish this Bailie, who had been a lieutenant in the Royal Navy, at his own expense surveyed the coast from Port Elizabeth to the Buffalo River and took a cargo of supplies in a Knysna brig which he unloaded at the Buffalo River. On his recommendation the harbour of East London was founded there (1836). A memorial to him was erected there, on Signal Hill, on 19 Nov. 1936. His son, Lt. Charles Bailie, fell in the Frontier War in 1835. A memorial tablet indicates where he fell and the place is called Bailie's Grave Post.
